Kenneth J. Loewinger, 64, a specialist in D.C. landlord-tenant law who was managing partner at the District law firm Loewinger and Brand,
died Oct. 26 at his home in the Loudoun County community of Lovettsville after an apparent heart attack.
After clerkships for two District judges, Mr. Loewinger started in 1975 the firm that became Loewinger and Brand.
He wrote a book, "D.C. Landlord and Tenant Law: A Landlord Practitioner's Guide," published by the Bar Association of the District of
Columbia.
Over the years, he was asked to investigate alleged violations of fiduciary duty by other lawyers and by personal representatives of estates.
He was a special master in D.C. Superior Court's probate and civil division from 1998 to 2008 and a member of the landlord-tenant
subcommittee of the D.C. Superior Court civil rules committee from 1976 to 2006.
Kenneth Jeffrey Loewinger was born in Washington and attended Western High School until 1962.
He graduated in 1963 from J.E.B. Stuart High School in Fairfax County, where his family had moved

He was a 1967 graduate of Georgetown University and a 1971 graduate of its law school. After law school, he was a clerk to William E.
Stewart Jr. of D.C. Superior Court and Hubert B. Pair of the D.C. Court of Appeals.
He was on the board of the Days End Horse Rescue farm in Woodbine, Md.
Survivors include his wife of 32 years, Irene Krol of Lovettsville; and a brother, Andrew Loewinger of Washington.
