     John V. “Jack” Ballard, 88, who retired from the Labor Department as
the deputy administrator of the pension and welfare benefits program, died
Oct. 20 at the Goodwin House at Baileys Crossroads, a Falls Church area
retirement community.

     He had a kidney ailment, his nephew Michael Ballard said.

     Mr. Ballard joined the Labor Department in 1960 to work on a unit
investigating fraud in the Teamsters pension fund. His later assignments
involved management of the office of veterans’ reemployment rights.
Mr. Ballard also headed a task force that helped win passage of the
Employee Retirement Income Security Act of 1974, a federal law regulating
private pension plans. He later helped establish the office that enforced the
legislation.

     After retiring in 1978, he worked as an independent accountant in the
Washington area until 2009.

     John Vernon Ballard was a Falls Church native and a 1941 graduate of
Western High School in the District.

     He served as a naval aviator in the Pacific during World War II and in
the Navy Reserve until the early 1950s. His decorations included three
awards of the Air Medal.

     After graduating from Georgetown University in 1948 with a degree in
accounting, Mr. Ballard worked for the FBI for about nine years,
investigating white-collar crime. He later served as an officer of the Society
of Former Special Agents of the FBI.

     He was active in the Boy Scouts for more than two decades and was a
Falls Church scoutmaster.

     He was a member of St. James Catholic Church in Falls Church.
His son, John Ballard, died in 1990.

     Survivors include his wife of 63 years, Lillian Baker Ballard of the
Goodwin House; and a brother, Bernard Ballard of Ashburn.
