Theresa T. Higgins, 90, who was a secretary at the National Institute of Mental
Health in Bethesda from 1963 to 1983, died Dec. 29 of thyroid cancer at
Montgomery Hospice's Casey House in Rockville.
Before working at NIMH, Mrs. Higgins was a secretary for 10 years at the
Justice Department.
Theresa Margaret Troiano, the eldest of 10 children, was born in Washington to
Italian immigrants. She graduated from Theodore Roosevelt High School in
1940.
She received a secretarial certificate from Strayer Business College in 1941.
She was a fundraising volunteer at St. Bernadette Catholic Church in Silver
Spring.
Survivors include her husband of 65 years, Paul J. Higgins Sr. of Silver Spring;
three children, Patricia Gray of Washington, Paul J. Higgins Jr. of Frederick and
Michael Higgins of Marina Del Rey, Calif.; five grandchildren; and two
great-grandchildren.
