Willard A. 'Jack' Martin

  Willard A. "Jack"  Martin, 83, a retired budget analyst with military security  agencies, died Feb. 7 at Inova Fairfax Hospital of complications from pneumonia.  He lived in Fairfax City.
  Mr. Martin was born in Richmond, Ind., and moved to Washington when he was 7.  He was a graduate of  Eastern High School.
  He served in the Army during World War II and the Korean War. He remained in  the Army Reserve for many years, retiring as a captain.
  Mr. Martin began working with the Armed Forces Security Agency in the late 1940s and later became a budget analyst with the Army Security Agency and the  Navy Department before his retirement from federal service in 1979.
  From 1979 until 1985, he was a budget analyst with Tracor, a military contractor. He was the past exalted ruler of the Alexandria Elks Lodge and later became a member of the Arlington-Fairfax Elks Lodge. He was also a member of the American Legion, Veterans of Foreign Wars, Reserve Officers Association and the Shillelagh Travel Club.
  For many years, Mr. Martin appeared as Santa Claus at Children's National Medical Center and at other charitable and private events.
  He lived in Kensington before moving to Fairfax in the early 1980s.
  His wife of 34 years, Lorna D. Martin, died in 1979. A daughter, Pamela M. Martin, died in 1995.
  Survivors include his wife of 25 years, Margaret Ann "Peggy" Martin of Fairfax; a son from his first marriage, Lance W. Martin, whose address is unknown; two stepchildren, Arthur J. Warner Jr. of San Francisco and Kathleen M. Schulin of Rockville; and four grandchildren.
