Francis E. Flanagan

Francis E. Flanagan, 81, a retired security officer at the U.S. Maritime Administration, died Jan. 27 at his home in Springfield. He had non-Hodgkin's lymphoma.
Mr. Flanagan spent most of his career at the Maritime Administration before retiring about 1990. He helped oversee security and readiness of the Merchant Marine fleet. Early on, he was a management analyst with the Navy Department and the National Archives.
Francis Edmund Flanagan was born in Westfield, N.J., and grew up in Washington, where he was a graduate of  Anacostia High School. He graduated from the University of Maryland and received a master's degree in business administration from George Washington University.
He served in the Navy in the Atlantic during World War II and the Korean War.
He was a member of St. Michael's Catholic Church in Annandale and the Knights of Columbus.
Survivors include his wife of 53 years, Winifred Moran Flanagan of Springfield; three children, Marian Fawsett of Fairfax Station, Thomas Flanagan of West Springfield and Mark Flanagan of Centreville; and nine grandchildren.
